I became a NASCAR fan in the mid 90's, with the exception of clips of some of the old races, I've never watched a live NASCAR race that Jeff wasn't a participant in.

It comes down to the sponsor. If they've already got a bunch of branding and advertising for one car# they may not allow a number change unless HMS is willing to pony up the funds to completely reprint everything. I know another driver that went through this. Wanted a number change for personal reasons and ultimately the sponsor said no. Said they signed up for a multi-year deal with a specific number and they already had x amount of money poured into advertising for 3 years worth of promotions and they weren't changing.Interesting remarks by Richard Petty regarding the number 9 for Chase Elliott. Now, they question is, does HMS go forward with plans for the NAPA 24 car, or strike a deal and get the 9 for Chase Elliott to use in 2016?
