Could GM manipulate the dollars weakness by retoling factories in NA to build european cars and export them to europe? especially the astra b/c they already have a delta plant,and the insignia b/c they re already retoling for the lacrosse.

I don't think so, for a number of reasons:

-the exchange rate isn't what it used to be (now 1.27:1, was 1.5x:1)

-what are they going to do with the plants in Europe? Not easy to lay off people

-all the suppliers are in Europe

-Europeans don't buy their cars off the lot, they order them to spec. Shipping them from the US would mean longer waiting times and NA plants are probably not set up for "a la carte" orders. Take the Astra for example: Buyers can choose from 4 different body styles, 10 different engines, 6 different transmissions, 7 different interiors and like 30 separate options.

All that + the Astra isn't really Delta. GM bills it as Delta or not depending on the weather, but the truth of the matter is that the Cobalt, much like the Cavalier, is a revamped J-car, while the Astra remains an evolution of the T-car (and its descendant, the GM2700/3000 platform). The Lacetti/Nubira GM DAT model (the outgoing one) is also a J-car, which is why it is relatively easy to replace both the Lacetti and the Cobalt with a related car.
