I just received a call from GM Accessories.
The 2003 Vibe and 2004 Vibe had different rocker panel covers, so the 2003 Vibe front splash guard won't fit the 2004.
The 2004 Vibe front splash guard will be available later this month. Here is the GM part number:

Give the part number to your local Pontiac Parts Dept ordering person and have them let you know when it will be available for purchase.
