...remove the lower part of the back seat on a 1964 Cadillac, (or any similar rear seat in a '64 GM car)? I'm talking about the bench part that you sit on, not the backrest part.

In my 2000 DTS, I was able to just grab it and pull it out by reaching in under the backrest and applying a bit of muscle (the battery was located underneath it, so it was made to do that); but I'm hesitant to try the same thing in my '64 since I don't know if the seat is supposed to come out that way. I can reach in and get a good grip on it, but I don't want to break anything. :unsure:

My son lost a pair of toy handcuffs while riding in the car, and we think they may have slipped under the seat through the back part. :blink:

Any suggestions?

I'd try pushing toward the back and down a bit. If the seats are fastened the same way the old Camaros' are, the seats should pop right out.
