I read on a site somewhere that the primer dept was down at one of the GM plants. Instead of waiting they went ahead with the paint job and clear coat. Logically, the paint had nothing to stick to so several vehicles had this problem. Unfortunately, I don't think most lemon laws cover paint because it is considered cosmetic. I would talk to the owner of your dealership and see if they will do a buyback and get you into one of equal or similar value. If they want to continue to repaint it and there is nothing else wrong, I do not see why they can't repaint it and sale it themselves. Have you called GM directly yet and got a case started?
