Well if you are using the cars info system to tell you the mileage it may just be off from the check engine light etc. if you calculated it based on on fuel consumed and miles driven then you are either running very rich or have a fuel leak.
2005 Cobalt getting 12 mpg in city...
I went on a trip. My car threw a check engine light and said engine power reduced. I got it scaned and it said P0068 so we cleaned the MAF sensor and put it back in. So far no check engine light, not jerking down the road. Although, I am only getting 12 mpg in the city.

While you are in the city, is somebody stealing your gas?
Is this calculated mileage based on gallons burned over so many miles or the DIC? I'd think that at only 12 mpg you'd notice a power difference

What did it get before? If you used to get 24 and you're really getting 12 now, there's either a leak, or you would at least notice some difference in the power / operation of the engine. Drive a tank or two and measure the fuel consumption yourself, maybe the display is incorrect. A drop like that is huge, and you should see it in how often you have to fill up compared to before.On the display.
P0068 sets if the ECM detects the airflow rate is more than expected.
Check the throttle body and its function as well.
If the MAP sensor is reading incorrectly, there could be an issue with it as well, but there would most likely be an error code set P0106.Inspect for the following conditions:
•Vacuum hoses for splits, kinks, and proper connections as shown on Vehicle Emission Control Information label—Inspect thoroughly for any type of leak or restriction.
•Air leaks at throttle body mounting area and intake manifold sealing surfaces
Check the throttle body and its function as well.
1. Inspect the throttle body for the following conditions while modulating the throttle through the entire range using the scan tool:
◦Loose or damaged throttle blade
◦Broken throttle shaft
◦Drive mechanism damage
