I am trying to diagnose a problem with my van. It starts great when cold but after a 10 - 20 minute run and a few minutes of down time ,say 15+ minutes I have to crank 2-3 time to get it running again and it is always accompanied by a strong fuel smell and some black exhaust. Kind of like it is flooding.

The vehicle has 186k and been through an intake manifold gasket job at about 95k. Plugs wires cap and rotor have been changed as well as fuel filter and air filter recently. I also experience rough idle at a stop light after it is warmed up.

Anybody have any Ideas?

The fuel pressure regulator could be leaking...

You described the common symptoms of such...

That could be because I said Strong Fuel smell but I'm pretty sure it is coming from the exhaust though.

Yeah sounds like it is running REALLY rich, so look at what Sonoma said

Fuel pressure regulator as already said more then likley, need to stick a fuel pressure gauge on it and see what it says. PITA on that van, as is anything on those things.
