I thought Toyota was discontinuing luxury Toyota sales in JDM and folding all of them into Lexus?

They cannot help it. They are exhibiting old GM signs all over the place.

Is it just a quirk of the photo, or does the front overhang look much longer than normal/necessary?

The Harrier is not the RX, and this Harrier does not predict the next gen RX. It's probably the last gen RX grandfathered into a Toyota version to prolong the platform life.
