GM Friends and Family discount not elig. for government employed friends?

"Consult GM Corporate Policy: PPC-06 SALE, DONATION OR COURTESY LOAN OF VEHICLES TO GOVERNMENT OFFICIALS/ENTITIES."

Does anyone have the specific language for this policy? It sounds like this would restrict any civil service worker at any government level from receiving a discount code. Is that true? Or does the language define specific types, levels, etc of employees which may be restricted from receiving or using the GM family and friends program?

I think the new 2009 US Constitution is quite clear on this matter.....

A "Government Company" (I.E.: GM) of the people, paid for by the people, for the people, shall not charge full MSRP to the people.

does PCC-06, restrict any relative (cousin of) who is a government employee of, specifically HHS/CDC grad 11, to utilize the GM employee discount? or is this mainly for higher paid government employees? please advise as to where this rule can be read in its entirety thanks

If it works the same in the US (and I am led to believe it does) as it does in Australia then it is Government rules that preclude a Government employee. GMs policy would just be reflecting this so that relatives are aware. The Government employee should already know the rules.
