It's not uncommon for some new models not to qualify for employee discounts at launch. Cars like the Volt, high performance versions of the Camaro, Corvette and V-Series Cadillac's often are not eligible for employee discounts at launch.
Also the Bolt EV is in production. It was in salable validation build up until a few weeks ago and has shifted to regular production. Production is a little slow right now but will ramp up over the next few months. There are people with Bolt EV orders that are being assigned target production weeks.
It's a bit annoying when they exclude the really good models. My son works at a Ford dealer and his deal is only $100 more than E-plan. Of course, you can't get the deal on the Raptor, or the Focus RS, or Shelby Mustang.
Until it is sitting on the lots, unsold and 2 Model Years old. Like the ELR.
