1999 Chev Tracker
Everything in the emissions system checks out. Still runs rich, nobody has the answer except I did find one EPA bulletin campaign #SM-2935, case defect 1295. RE: Won't start in cold weather because of rich fuel mixture. Well that's the only reference I could find that admitted there is a problem with the factory fuel mixture `settings. IE: my 99 Acura with a 3.2L full size car gets the same gas mileage as the Tracker (Suzuki Vitara 2.0L) to be more exact. I keep reading about many CatConverters and O2 sensors people are replacing because of this. Is there a fix for this problem? (Rich fuel mixture)

Are you getting a Check Engine light with a stored code? How do you know it is running rich? Usually a richer fuel mixture is required on a cold start.
