Part of it is simply a matter of culture. Korea is much more open to foreign products than Japan is, from a cultural point of view. There is also the matter of the more expensive things are (to a point), the better they are perceived in the marketplace, by those who can afford such items.

I'd very much like to see GM build a version of this car with right hand drive for the UK, Australia, Japan and Korea. It might sell well in India, too.
The price is difference may owe to this:
Korea uses a VAT. We charge taxes on income. If the U.S. rebates the "income" tax to the manufacturer, the World Trade Organization views that as a subsidy. If a coountry wishes to waive the VAT, however, the WTO has no problem with that.
Thus, the Koreans are probably going to pay both U.S. and Korean taxes on the same car.
Taxes and left hand drive = 400 units a year.
