Because it is NEVER said at a Ford, Mopar, Nissan, Mitsubshi, Hyundai, Kia, Toyota, Honda dealer (hint: it is). Usually its because its an intermittant problem and the customer doesn't want/can't leave the vehicle for proper diagnosis. Or its a picky customer making up vague claims just before the warrenty runs out (really, really common, it's called Warrenty Shopping).
It's not like a technician enjoys not fixing the car:
A). Because he probably wont get paid for the time he spent trying to diagnose "A quiet squeak at 80mph when I hit a pot hole."
B). Its disheartening to think that there might be somthing "wrong" on a vehicle that you can't detect and fix, it hurts my pride.
C). The customers probably pissed, and will go to another dealer now, and probably go through the same deal.

By the way, try going for a drive with the technician, it usually helps. A lot of times it takes a particular event to happen to get the vehicle to act up, on the flip side, I've taken people and I couldn't get the symptom to act up with them driving me around.

It never fails, bring in your vehicle to get some crazy noise checked out and miraculously it stops making the noise.

Exactly!!! I'm really big on "B" I hate not bein able to fix a car.

Amen! Happens SO many times!! I've even had the customer take me for a ride and say, well it's gone now and I say it happens all the time.
