Opel having problems with new BiTurbo engine

Opel is having some kind of problems with its latest and newest engine for the Insignia.

The 2 liter Bi-Turbo diesel engine with 190 bhp - 400NM Torque.
I have been waiting a long time to be able to order the car.
Mid July - i finally was able to order it trough my local Opel dealer with an expected delivery date around mid-oktober.

I was thinking - 3 months - ok - i can do that... i can wait... yes i can!!!

Yesterday - i suddenly received a letter from Opel detailing that the engine won't go into production before 2010 earliest......

Just wonder what is going on with the new Bi-turbo engine...
*is there a problem in the design of the engine
*is there a stop on new engines due to the upcoming sales of Opel
*is there a manufactoring problem
*a problem getting the engine approved by the authorities ?

i have no clue....

Anybody ?
