After Penske bought Detroit Diesel from GM, he did a joint venture with VM. GM never had any connection to them. GM had an agreement with Fiat to do a JV involving diesels which fell apart (actually Fiat blackmailed GM, IMO). After that, GM looked around and declared ISUZU would be thier diesel engine center of expertise and they did Duramax and then GM sold thier interest in ISUZU (can't remember the %).
