This is apparently actually Daewoo and GM's fault. See, in the chaos of the Daewoo bankruptcy, Daewoo apparently licensed the rights to what eventually became the Daewoo Matiz/Chevy Spark to Chery. The problem was, GM apparently never found out about this, so they saw the QQ and raised hell. Hence the very quiet settlement recently-basically, it appears Chery was in the clear (although this is not confirmable-the terms of the settlement were secret).
