For an individual tuner this isn't a problem, But for a manufacturer who offer a 5 Year warranty. You have to make sure the engine is not going to cost millions in recalls.
Saab use a twin scroll Turbo with the 2.8

Yea the current 9-3 has a crazy complex intake and exhaust routing system for the 2.8T.
