It is a given in Washington, and at state capitols, that those most interested or affected will follow what is going on. Others will wonder what happened later.
The Sierra Club is most interested in their perverse view of social policy. Few others are around when they are working their way through the legislative maze. Once they have in place someone who is beholden to them and whose constituency is likely to have the same views as the interest group - no names here, just think Speaker of the House-then their task is easy.
A small, ardent group can have enormous political power if they use it correctly and stay engaged.
Ever wonder why so little ever changes in public education? At the last Democratic National Convention more than 40% of the delegates were members of a teachers' union.
Ever wonder why so many in politics focus on their religion? More than 30% of the delegates to the last Republican Convention identified themselves as evangelical.
In order to get elected, candidates must first pass through these portals. As more people get involved and stay involved, the power of the well-organized few is diminished, unless they have a policy prescription that can command widespread support.
Someone wiser than I has already posted on the way in which the courts have arrogated legislative power.
Whatever happens we can do what we always do: blame W.

simple solution. GM FOrd everyone announce a 5,000 dollar regulatory surcharge on vehicles being sold in CA to make up for being unreasonable.
