No, CAFE considers sales, the article you linked doesn't. They just count the models, so all you have to do to climb that list is split your smaller cars into separate models.
And if you want to get technical, they don't even calculate the average properly because you can't just take the arithmetical average when dealing with MPG. The lower number always carries more weight.
