New User Group added for Those who Troll...

We have added a new usergroup called "GMI Level 1 Members". The members that we move into this new user group will not be allowed to post in the GM News forums of the site. They will however, still be able to post in all other discussion areas. Bascially, this new usergroup is to help us control trolling in the news forums. This is a GM news site, and the staff is tired of seeing import vs. domestic posts and other pro import banter in news threads. It degrades the quality of the news content on the site for our largley pro GM readership, and makes the community as whole look bad. This usergroup is currently empty, but members will be switched from a the regular "Registered Users" usergroup to this new one as the staff feels appropriate. There are no defined guidelines, but the staff has been instructed to do what is necessary to improve the content of the posts on the site. Also, this is the step right before we ban a member, so a member will have prior offenses before we move them there.
