I've never heard of the 1984 Z28 Special Edition.
Are you talking about the H.O. Z28 w/ the 190 hp. L69 engine?

I would say the: '84 Z28 L69 w/ 5 speed and posi 3.73 gears definitely.
Also in '84 the back breaking suspension was toned down and handling actually inproved.

On your first list the '86 Z28 needs to be removed. The TPI engine was downrated to 190hp from 215hp in '85. The '86s are some of the worst performing 3rd gens.

I would also say '85 because that was the first year for the IROC and TPI.
TPI was groundbreaking and a great injection system.
