Actually the early SS Camaro's had a base engine being a 350ci V-8 engine and it had a few 396 engines to pick from.
However the Z28 came in one form (which was insane) as it packed a 302 ci V-8 engine which while it was rated at only 290HP was actually producing from what Ive read almost 400HP in its highest form. You got a bunch of racing goodies with the Z28 package, the only options on the Z28 Camaro were options to make it an even more insane vehicle. In 1969 you could get 4 wheel disc brakes, Chambered exhaust pipes , and twin 600-cfm Holleys on a cross-ram manifold. A stock Z28 could easily smoke a base SS (350ci engine) and probably even take down the top dog 396 SS(with a good enough driver) however if you put some turns into the equation its no longer a competition.
The better way of looking at the early SS vs Z28 is first you have to understand that not all SS Camaro's were actually the top of the line. So that argument can go out of the window, if you really want to look at the top of the line then you would have to look at the SS 396 with 375HP. However I would say that the SS 396 was made for the drag strip while the Z28 was made for the race track.
