The country colors were used in Grand Prix racing before the cigarette manufacturers got into the sponsorship business. Now the colors are used because of that heritage, not because of any legal or sanctioning requirements.
I'm told (does anyone know the truth of this?) that Ferrarri was once informed that the Italian government would not provide a subsidy for the Scuderia's entries in Formula One. Ferrari protested and announced that he would enter his cars only through his friend Luigi Chinetti's North American Racing Team (NART). The cars would be painted white with two blue racing stripes. The Italian people were so outraged that it led to the fall of that government.
Might be true. Great story either way!
