There is 7 billion of debt on Chrysler's books to JP Morgan etc - 'borrowed' post Daimler ie that has to be paid off at the time of merge.
Since JP Morgan is the instigator and is helping to rush the deal along a fair estimate is that they don't plan on continuing that loan.
A big chunk of this was used in Cerebus's initial purchase but it's on Chrysler's books.
After this that and the other, GM would be lucky to net 2.5 - 3 billion.
Depending on the exact details that in turn could get used up as an extra cost for the merge itself ie no net cash.
