In each of the mpg brackets you just mentioned, the GM motor has 90 and 120 hp more. GM could put the ancient 3800 series v6 in the camaro, tune it to 210 hp and 240 lb-ft (just like the Ford 4.0), get the same or better mpg as the mustang's motor while being a much smaller mass. Don't forget the LS1 camaros that got mid to high 20's mpg on the highway and compare that to comparably powered mustangs of the time. And don't forget that many LS v8's weigh little to no more than a DOHC v6.
Pretty sure that's raising the bar.
