There are a LOT of factors that affect mileage. Elevation has a big impact...temperature, climate, how the person drives, options (or lack of), a/c usage, engine condition, tranny condition, tire pressures, wheel bearings, etc etc so a statement of mileage is useless without these variables being known, and so is shooting down the claimed mileage.
