Based on my experiences with Mazda's I suspect it isn't the engine architecture that is the issue -- it's gearing. Mazda tends to gear more for performance, and particularly in-gear response, than just about any other make I've ever driven.
On the plus side, my 130 hp Protege always feels quick and responsive (a pretty decent feat considering the power-to-weight). But, 60 mph in fifth is almost 3000 rpm; 80 mph edges in at 4000. It's smooth, it seems happy and at 180,000 km (112,000 miles) the engine still runs well and doesn't burn excess oil. But, highway driving is a bit loud and it only gets decent, not exceptional, fuel economy for its size.
That said, I rarely downshift to pass on the highway ... it's a tradeoff.
If Mazda went for more relaxed gearing, I suspect its FE ratings would be a fair bit better. But, that kind of "zoom-zoom" is core to its brand, so I don't suspect it will.
