Because the Impala was originally planned to be replaced with a RWD car on the Zeta platform until a few months ago. GM brass said that the latest CAFE legislation was to blame for the cancellation of that project. There was, reportedly, a back-up Epsilon/ FWD design developed "just in case", and I'm sure GM is glad they did it.
The current car, while on the old W platform, is about 3 years old. Sales are actually pretty good. I've read somewhere that it may be the effect of customers going to see a new Malibu, finding few if any of that car to choose from, and leaving with an Impala. As old as it is, it is quite a value for the money and fits the needs of a lot of families.
It may (SHOULD) get a new interior (FAST!!!) and maybe some exterior trim enhancements for 2010. But it will probably soldier on, selling more and more to fleet customers as it ages, until its replaced.
