CO2 is stored in your blood mostly as carbolic acid (HCO3, same as in Pepsi).
At concentrations in atmosphere over ~5 %, this carbolic acid becomes very high and the blood pH will go down significantly. As well you will not be able to exhale the CO2 properly. Thus you will die fairly quickly.
As for Jurassic remember the big Jurassic extinction event...
Also the current concentrations / growths are not high enough to cause any health issues.
