It's not that I actually want to see Toyota and Honda benefit from GM's further downturn... but if I was running either Toyota or Honda I'd do all I could to look like the good guy in this situation by pumping up Canadian production.

Absolutely. If GM keeps closing up shop in Canada, then there will be almost no reason for Canadians to support GM. It is that simple.
Toyota will soon have have more assembly plants in Ontario than GM (well, I guess it would be even with the joint venture with suzuki). Same goes for Ford.
