There's nothing in Bob Lutz' statement here that contradicts a scenario where they are built in a South or Central American GM plant, where GM already has a market for small cars like these.
It would avoid importing the cars from Europe, and allow GM to actually make a profit from lower cost labor.
I think it's a leap (unless I missed something in the rest of the article) to assume it will be built in Ohio or some place like that. Not unless the dollar takes a permanant nose dive.
