No, the Chinese government pays for the properties it wants back. I am not arguing that the Chinese government doesn't "take" properties away (you really have no choice when it wants the land back), but that the government pays the ex-owners
very well for their lands. Much, much more than one would get from a private sale.
Trust me, I know this for a fact.
