I just had the same problem with dealer not knowing what I was talking about. I called GM customer svc 800 number and it took about ten minutes before the representative understood that there was in fact extended coverage on the fuel filler cap. She believes that the problem was that a TSB was used to communicate this to dealers instead of some other means. Anyway, I am off to the dealer now to get my new gas cap, free of charge. Thanks for making this TSB available to the public.
