Go to Kabukicho in Shinjuku and there are Yakuza-owned Bimmers and Mercedes galore, and they are parked wherever they please. The police gave up ticketing them, or are paid off to not notice this, or at least that's the way it was some years back when I lived there.
Every once and a while over the 9 years or so I lived there I would see a big vehicle on the streets in Tokyo, but it seems that the whole Astro craze and big SUV thing is more of a niche thing for weekend (or midnight, as Sgt. Beavis suggests) cruising. Take them down to the beach, show them off, and park them the rest of the week.
No one in their right mind would seriously attempt to commute in a Tahoe in Japan. Not in the cities, at least.
