Yes, this is a hurricane zone. It is not placed there because we "didn't learn our lesson." It is an open pond algae farm, and likewise climate plays a role in where it is placed.

Oil companies didn't put platforms in the gulf out of ignorance. They placed them there, because that's where the oil is.
