My understanding of this is that Euro NCAP, NCAP, and ANCAP is a independant crash test company.
It is independant but as a company they also have to make a profit (or at least look like they are trying). If manufacturers start giving vehicles to them the some impartiality will surely be eroded. Also, I could imagine NCAP starting to charge the manufacturers for crash data.
